About the Local Resource Center

ZWA PEER Local Resource Center

The Zero Waste Alliance, located in Portland, Oregon, has been designated by the US EPA to serve as one of eight Local Resource Centers (LRCs). LRCs provide direct assistance to public entities interested in adopting Environmental Management Systems (EMSs) to manage their operations in a better, cheaper, faster, safer, and greener manner. The ZWA LRC team led by Larry Chalfan, ZWA's executive director, has over 30 years experience in EMS design, implementation, and ISO 14001 registration in the public and private sector; and are highly thought of, not only in Oregon, but nationally as well. Our team members have designed and implemented EMSs for public agencies, municipalities, and large and small businesses.

The Local Resource Centers are an outgrowth of two successful EMS implementation projects funded by the U.S. EPA through a cooperative agreement with GETF. These projects involved 23 municipal, county, and states entities across the country. The PEER Center leverages and extends the mentoring that already exists among the EMS local government project participants to a wider audience of public organizations by providing:

  • information, tools and materials
  • technical assistance
  • mentoring, peer contacts
  • training

Our Service Area

The Zero Waste Alliance Public Entity EMS Local Resource Center is located in Portland, Oregon with a territory that includes the western states. Our work is primarily in Oregon, Washington, Idaho and northern California, but can easily encompass the entire western area.
